There is no real way to fix this. You can recover the dashboard using some new material and adhesive, and a heat gun to heat up the vinyl material such that it will stretch in the appropriate places. Check online for instructions on how to do this or talk to your local auto upholstery or customizing shops.
The simplest fix is to look for a dash out of a vehicle that has spent its life garaged or in a cooler northern climate, and simply swap it out. You can use any dash up through 1990 when they redesigned to the "slug" body style.
It is not economical to keep a car of that vintage in pristine condition unless it has a really high resale value (eg Grand National). I recently gave up on my 1988 Buick Electra (still ran great but paint shot, headliner sagging, A/C dead, power windows slow, axle boot split, radio dead, etc) and replaced it with a 2001 Lesabre that has none of the problems of the former car, for a little over $2K (2001 was an airbag total that I fixed myself, now from the driver's seat one would never know that, still have a small cut in the bumper cover and tweaked hood edge that I'm living with).
